Russian envoy to North Caucasus visits Derbent

Sergey Melikov, the Russian plenipotentiary presidential envoy to the NCFD, has visited Derbent and discussed preparations to mark the 2000th anniversary of the city with Dagestani Leader Ramazan Abdulatipov. Melikov will visit the Naryn-Kala Citadel, the old part of the city, the Juma Mosque, the Street of Mamedbekov and the coast.The envoy will attend a session of the anti-terrorism commission of Dagestan, meet Chief of the FSB Directorate in Dagestan Alexander Mironov and Dagestani Interior Minister Abdurashid Magomedov.

Ministry for Civil Defense, Emergencies and Disaster Control formed in Dagestan

The Ministry for Civil Defense, Emergencies and Disaster Control has been formed in Dagestan, according to the order N208 (passed on September 22) of Dagestani Leader Ramazan Abdulatipov and article 78 of the Dagestani Constitution. Major-General Nariman Kazimagamedov, the head of the Main Directorate of the Russian Ministry for Emergencies, has become the head of the new ministry, RIA Dagestan reports.The government will soon work on documentation, financing and property issues of the ministry.

Dagestani leader to focus on changing people’s conscience

Dagestani Leader Ramazan Abdulatipov said at a meeting with journalists that Russian regions needed to balance federal support so that the population would not need to move from one region to another. In his words, the main achievement of the Dagestani authorities was restoring public trust in the government. 60-70% of authorities in the republic were changed.

Dagestan cancels direct municipal elections

Dagestani legislators have passed a bill on municipal elections at the 39th session of parliament, cancelling direct elections of municipalities. 80 out of 82 lawmakers voted for the bill. Justice Minister Arsen Gasanov said that elections of MPs as heads of municipalities would save budget expenses, protect the interests of the population, boost professionalism, encourage staff rotation and reduce tensions, the parliament’s website reports.

On September 4th 1999, a blast of 2700kg of explosives happened in a 5-storey house in Buynaksk, killing 62 people, including 23 children. 146 people were injured. Another bomb weighing 2.5 tons of explosives was defused 15 minutes after the first blast. September 4 is also the day when international gangs in Dagestan were destroyed. A commemoration was organized in Buynaksk. Speaker of the Dagestani Parliament Khizri Shikhsayidov, the head of “Buynaksk City” Guseyn Gamztov, Administration head Zairbek Valiyev, Buynaksk prosecutor Omar Omarov, victims of the tragedy and activists of public organizations have taken part in this year’s ceremony.
