Upper-Karabakh Center 'Regional Development' starts working
Read on the website Vestnik KavkazaThe Upper-Karabakh regional center of the Public Association ‘Regional Development’ (RİİB) of the Heydar Aliyev Foundation was opened in the city of Terter - an administrative center of the Terter region of Azerbaijan. The idea of creating the RİİB belongs to the president of the foundation, now the first vice-president of the country, Mehriban Aliyeva. For more than a year, the Regional Development center has been implementing socio-economic and cultural projects. The representatives of the organization meet with a population of villages and settlements, study the problems existing in the regions in the various spheres, and solve them with the state and municipal bodies.
The Executive Director of the Heydar Aliyev Foundation, Anar Alakbarov, says the public control in the regions is supported by all the state structures. Young people in the RIIB are especially active in solving the problems. Alakbarov urged the youth of the Terter region to join the activities of the public association and send information to the RİİB on the issues that require an early decision, and on the important initiatives for the region.
The RIIB’s representative offices have already been established in the Nagorno-Shirvan, Guba-Khachmaz, Lankaran, the first Aranskoye, the second Aranskoye, Sheki-Zagatala and Ganja-Gazakh regions. Since March of the previous year, the public association has received more than two thousand appeals from the regions, and most of them have been solved.
The chairman of the Public Association, Muhammad Abdullayev, noted that the Upper-Karabakh Center will cover not only Terter, but also Barda, Agjabedi, Agdam, Fizuli and Jabrayil districts.
The RİİB particularly appreciates 200 volunteers who collect the information in connection with citizens' appeals.
Recently, the RİİB and the Azerbaijani State Academy of Arts organized fine arts courses among young people in Agdam, Zagatala and Sabirabad districts. Children studied the subtleties of painting, sculpture, graphics, artistic textiles, carpet art, pottery art and other arts. The aim of the project is to identify young talents in the regions and develop their abilities for the selected type of visual arts.
Fuad Muradov, the chairman of the Milli Majlis Committee on Youth and Sports, stressed the importance of such meetings with citizens in the regions.
Residents say that President Ilham Aliyev and Mehriban Aliyeva regularly visit the frontline areas. In 2016, they met with the residents of the village of Gapanly in the Terter region, visited the houses destroyed by the shooting of the Armenian Armed Forces, and instructed the authorities to restore these houses as soon as possible. Now the task is to supply the district with technical water for eliminating the problem of irrigation, organize leisure for young people, create sports facilities, electronic libraries, and conduct intellectual competitions.
