Russian Prime Minister Vladimir Putin said in a conversation with
journalists today that the terrorist attack at Domodedovo airport is
unlikely to be related to Chechnya. He underlined that Russia will
never negotiate with terrorists.

Putin noted that talks with terrorists had led to wars in Chechnya in
the 90s. Every time negotiations with terrorists start, they are
followed by more aggression.

The editor-in-chief of Vestnik Kavkaza, Alexey Vlasov, said that
social and state solidarity should be a response to terrorism.

Terrorists should not be allowed to separate Russian citizens into
“good” and “bad”, Russians and “Caucasians”. Law-enforcers should have
more responsibility. The wide network of underground resistance has
been dealt with. Now there are terrorist attacks organized by single
groups and suicide bombers. They need to be dealt with using new
reaction and prevention tactics, especially in facilities with mass
crowds, Vlasov emphasized.

VK's editor-in-chief noted that Israeli and Turkish experience should
be used, especially at airports, where attacks such as that at
Domodedovo airport are prevented, regardless of the political
situation.

Vestnik Kavkaza reported earlier that there had been dismissals in
transport structures. Russian President Dmitry Medvedev dismissed the
head of the transport department of the Central Federal District.
Minister of Interior Affairs Rashid Nurgaliyev dismissed the head of
the line management of Domodedovo airport and two other officers.
