The Chief Executive Officer and Chairman of the Board of Rosneft, Igor Sechin,  believes that the oil market is no longer affected by the OPEC deal, but by a devaluation of the dollar.

"Americans support their shale oil producers through the devaluation of the dollar," he said. "I believe that the OPEC deal is no longer as effective  as the devaluation of the dollar," Sechin said.
