Makhachkala is holding a memorial day for victims of terror.
Makhachkala held a forum of religious figures of the North Caucasus
republics yesterday. The event was organized by the charity fund of
Said Muhamad Haji Abubakarov. Relatives of victims of terrorist
attacks were also invited.

Some 300 people from the North Caucasus republics took part in the
memorial events, which were organized by the Muslim Council of
Dagestan, Ministry for National Policy, Religion and Foreign Links and
the Fund of Said Muhammad Haji Abubakarov. Participants of the meeting
formed a resolution consisting of 10 points to prevent extremism in
Russia, promote intolerance towards extremist ideology and activate
cooperation between state structures and social institutions.

The resolution proposes activation of preaching and exposure of
contradictions with the Quran and Sunna. Another measure is systematic
clarification of such terms as "Jihad", "Shahad", "Shirk", "Kufr" and
others. An annual Shahid Day was proposed for better understanding of
the "Shahid" term.

Poor education and knowledge are the cause of extremist ideology
spreading among young people. The memorial day is aimed at drawing
state attention towards administrative and financial support of
religious education. The resolution proposes amendments to the law on
education to accredit religious specialists in certain religious
disciplines.

The resolution is concluded with proposals to Russian Muslim Council,
the Said Muhammad Haji Abubakarov Fund, the Ahmadhaji Kadyrov Fund and
other organizations to establish an All-Russian Charity Fund for
support of "Terror victims", which will provide financial, material
and moral support.
