What is necessary to fulfil the modernization strategy in the Caspian region?

 

First of all it’s necessary to pay special attention to human resources. Market competition forces nations to improve their education systems. In Russia the necessity of reforming the education system is obvious. The federal program should be supported by regional officials. The educational institutions of the Caspian states should cooperate. Only these joint efforts can change the situation in the sphere of education for the better.

Cooperation in the sphere of education is easier than in the sphere of defense. This should help the Caspian countries to elaborate successful programs for regional development. One of the most important measures is to start cooperation in the sphere of high-technology.

Modernization in the Caspian region is impossible without further development of communications. The societies of the countries of the Caspian region should become information-oriented ones. The idea of establishing a Caspian TV channel has already been announced. It’s very important to support such projects.

The establishment of the Caspian Economic Cooperation Organization is great step. Experts of all Caspian countries are now able to meet each other and discuss the most acute problems of the regional economy.

The Caspian countries can solve their problems together without any external influence. That means that regional cooperation could be a necessary base for the further modernization of all Caspian countries. It’s very important to prevent any conflict in the region and maintain peace and stability.
