Dagestan discusses strategy of development until 2025
Read on the website Vestnik KavkazaThe economic faculty of the Dagestani State University has held discussions of the strategy of socio-economic development until 2025. Deputy chairman of Dagestani government Mukhtar Mejidov, Ministers of Economy Marat Ilyasiv, Labor and Social Development Ismail Efendiyev, head of the territorial management and local autonomy of the Dagestani president Artur Israpilov, head of financial control of the president Rayudin Yusufo, head of the agency for investments Ali Nurmagomedov, other officials, scientists and students of the university were at the meeting.
The meeting was opened by head of the Dagestani State University, Murtazali Rabadanov. Ilyasov said that the strategy’s goal is to improve standards of living, basing on the competitive potential of the region and sustainable economic development and security. The minister noted that the strategy needs to be discussed and that all comments will be taken into account.
The managing partner of the company that developed the strategy, Alexey Krylovsky, said that it is a multi-level document, reflecting the strategic doctrine for 15 years with medium-term programs. It consists of 700 measures. It includes 25 projects developed on the basis of the Investment Agency.
The strategy views the socio-economic system within 7 complexes: trade-transport-logistical, industrial, agroindustrial, construction, fuel and energy, socio-innovative and tourism-recreation.
The document says that Dagestan has benefits, such as its geostrategic location and access to the sea. Realization of the strategy will boost economic and social development. Dagestan is to become one of the top 20 leading regions of Russia, with competitive and post-industrial clusters. It is expected to achieve a GDP of over 1 trillion rubles and an index of human potential of over 0.880. Achieving the goals requires modernization:
economic development – sustainable economic growth and competition, based on international streams and industrial and innovative complexes;
socio-innovative development – opening of complex conditions for secure living, labor and creativity, recreation and sports;
space development – balanced complex of measures for space development and integration in interregional and international socio-economic space;
institutional development – establishment of institutional space, promoting balanced and sustainable development. Dagestan has 3 scenarios: inertial, basic and optimistic. Realization of the strategy will take place in stages: first stage – 2011-2012, second – 2013-2015, third – 2016-2020, fourth - 2021-2025.
Minister of Labor and Social Development Ismail Efendiyev underlined that the strategy is aimed at economic and social improvement of standards of living, with use of the labor market. The strategy was based on a report made in 2008. The republic registered a 4-5% officially unemployed and 22-24% total unemployed population. Dagestan needs 100,000 jobs.
The republic created 25,000-30,000 jobs in 2009-2010, half of which are permanent. A 14.5% level of unemployment was achieved.
The strategy plans the creation of 110,000-330,000 jobs.
Yusufov said that the GDP of Dagestan was in 35th position in 2009. He also pointed out the unemployment problem, saying that one job has 102 candidates in some cases. There is a lack of schools, 60% of children study after school. Wages are low, he said.
