Kabardino-Balkaria: rotation time

When the head of Kabardino-Balkaria dismissed the premier of the republic Alexander Merkulov and the government, experts considered this step marked his intention to stay in his post. The position of Arsen Kanokov appeared to be unstable after the stepping-up of the activities of extremist underground movements on the territory of the republic. Alexander Khloponin, the plenipotentiary representative of the Russian president in the North Caucasus Federal District, was the first to announce the reshuffle of the republic's top management. He said that it is time for rotation in Kabardino-Balkaria.

As a result, Ivan Gerter was appointed to the position of the head of the republican government. However, Gerter didn’t say anything about terrorism, extremism or bandits in his coming-into-office speech. He concentrated on social policy and the economy, hoping that development in these spheres would help lead young people from taking refuge in the forests. The new republican premier spoke about the health service and education.

The policy directions indicated by Gerter prove that Merkulov had no intention to place responsibility for fighting terrorism on the  new head of the government. He wanted to establish a more loyal team for controlling major financial flows in the implementation of the Development Strategy of the North Caucasus Federal District.
