Russia introduces three-level alert system on terrorist threat

The State Duma today passed amendments to the law "On Combating Terrorism" in its third reading, introducing a three-level warning system about the threat of terrorism.

The scheme includes “increased” (blue), “high” (yellow) and “critical” (red) terrorist threat levels, RIA Novosti reports
The terrorist threat level determines the additional measures that will be taken to ensure the safety of individuals, society and the state, including the activity of federal and regional organs of state power and local authorities.
The right to determine the order of their introduction and the range of additional measures is given to the President.

The system does not include measures restricting the rights and freedoms of citizens when the terrorist threat is announced.
