NATO needs permission for ground operation in Libya

The UN Security Council needs to pass a new resolution on Libya, NATO Assistant Deputy Secretary General for Political Affairs James Apparthurai said at the Moscow State University of Linguistics, RIA Novosti reports.

He clarified that Resolution 1973 does not entail a ground operation.
