Russia discontented with US refusal to give anti-missile guaranties

Russia is discontented with the refusal of Washington to give legal guarantees that the anti-missile systems in Europe will not be used against Moscow, Russian Deputy Foreign Minister Sergey Ryabkov said at a session of the Expert Council for Russian-NATO cooperation at the Russian Parliament, RIA Novosti reports.

Further deployment of US anti-missile elements in Europe allows Moscow to leave the START-3 according to article 14.


Ryabkov said that current strategic defensive arms do not undermine the strategic efficiency of offensive arms of both sides. The sides understand that they will not deploy strategic defensive arms against each other.


The START-3 document may become handicapped by the United States' phased adaptive approach, the deputy minister said.
