Russian government to consider envoy's proposals on Caucasus

presidential envoy to the North Caucasus Federal District (NCFD)
Alexander Khloponin on the improvement of state management in the
region.
The proposed project involves making the Russian Ministry of Regions
an authorized executive body, coordinating the social-economic
development of the NCFD, PRIME TASS reports.
It would also establish a new system for the appointment and dismissal
of regional heads and the approval of the structure of territorial
bodies of federal bodies of executive power, as well as a number of
other changes.
The project is aimed at coordinating administrative-managing functions
that make key decisions, as well as promoting personal responsibility
of the heads of territorial bodies of federal structures of executive
power.
