Roskomnadzor will abandon its intention to introduce new restrictions on YouTube if the hosting removes illegal content and starts moderating extremist and anti-Russian appeals.

In addition to this, it is necessary to lift restrictions on Russian channels.

If these requirements are met, then there will be no reasons for applying additional measures to the resource.
