United Russia about its victory

Yesterday evening, the Solidarity Movement organized a protest in central Moscow, sanctioned by the Moscow authorities, under the slogan “The elections are a farce! We will return the right for vote to the country! We will return power to the people!”. The protesters talked about falsification of parliamentary polls on December 4. As expected, United Russia won the elections in all electoral districts without exception and got the absolute majority of parliamentary seats. Experts expected the party to receive over 50% of votes. Right after the announcement of electoral results, the United Russia Party held a press conference and talked about its plans.

The election results show that Russians support the course chosen by Russian President Dmitry Medvedev and Prime Minister Vladimir Putin again. The United Russia will get 238 seats at the parliament, allowing it to realize the program that had been formed during the campaigning period. 27 regions of Russia held elections to the legislative assemblies. The United Russia won in all the regions. The party formed absolute majority (two thirds) in legislative assemblies of 24 subjects. The same situation concerns elections to local autonomies. We can say for sure that the United Russia received the moral right to continue the course it set. But a set of experts say that results of the electoral campaign of 2011 show defeat because it lost 80 seats. Unlike European states, where ruling parties could not hold their leading positions in 2010-2011, Russian citizens bind their hopes with United Russia.

At the same time, opposition parties have manifold opportunities, access to mass media. United Russia has always been inviting and invites representatives of other parties for discussions of legislative initiatives and is ready to listen to their proposals and cooperate with fractions supporting it. United Russia says that opposition is not an enemy but a supporter of another view. If the view is substantial and coincides with ours why not realize the decision together? Coalitions will be formed for certain issues and work on new trends.

Now the main goal is continuation of the trends started in the parliament of the fifth calling.

Concerning restructuring of work of fractions at the parliament, the party does not plan to change functions of the speaker. But it will have a scrupulous selection of the best professionals capable of working at a certain committee to make issues discussed in the parliament be presented in the country efficiently.

We cannot compare results of 2007 and 2011 because realities of life are absolutely different. Besides, passing of votes needs 226 votes at the parliament, the party received 12 more seats. One of the reasons is reduced support for the party than there was 4 years ago – competition and financial problems caused by global economic recession, compared with economic growth in 2007.

Keeping leadership is more important than winning it and the party succeeded in this. There were no major violations registered and they did not affect the campaign results. TV debates were informative in general and about 50% of citizens spoke for support of development of this form of political competition on the television.

The party received 64.13% of all mandates in regions where elections were held for legislative structures. Close interaction of the majority in the parliament and the majority in legislative assemblies of regions allows realization of legislative initiatives and their fulfillment. Thus, the United Russia keeps the right to introduce candidates for governors in all 27 regions of Russia, where elections to legislative assemblies were held, and senators for the Federation Council from legislative structures of regions to the president.

Citizens were offered a new instrument of legislative work – public discussions of the most socially-topical initiatives. This allows formation of an expert position out of representatives of political parties in the parliament and on the country’s territory as a whole.

What concerns initiative of the Russian president to form a single government, its discussion will start in the near future. In this aspect United Russia has a heavy vote in discussions at the new government with its goal of introducing professionals.
