Terrorism in the North Caucasus will cease when the population has life incentives - Lukin

The Russian envoy for human rights, Vladimir Lukin, believes that
force is not enough to stop terrorism in the North Caucasus, Interfax
reports. He noted that when the authorities did not work on social,
economic or ethnic issues, people feel neglected.

He said that people need life incentives. Lukin believes that
Khloponin’s appointment as the envoy to the North Caucasus Federal
District is a symbolic event.

Lukin believes that if these issues are not solved, then it will be a
long time before life in the region returns to normal.
