Iran to accept step-by-step nuclear plan if Russia is initiator

Iran wants Russia to be the initiator of talks.
Russia proposed a step-by-step plan of negotiations with Iran on July 13, 2011. According to the plan, Tehran should be promoted with lift of sanctions per ever positive answer to questions of the International Atomic Energy Agency (IAEA). The IAEA has been trying to convince Iran to stop uranium enrichment since 2003. The six mediators held two rounds of talks in Geneca in December 2010 and Istanbul in January 2011.
