Today the Kommersant newspaper published the next fourth program article "Democracy and the quality of the state", written by a presidential candidate, Russian Prime Minister Vladimir Putin. The article proposes introducing a procedure for reviewing social initiatives in the parliament. In order to be reviewed the initiatives are supposed to collect at least 100 thousand signatures on the Internet. The article also proposed defining a range of "corrupt dangerous jobs" and secure absolute transparency of government officials.

The expert at the Center for Euro-Atlantic Security of MSUFA, Andrey Kazantsev, talked to "Vestnik Kavkaza" about the article: "I think that the format of initiatives is not important. The main thing is that the authorities have finally recognized what the experts have been talking about for a long time already: fighting corruption in the country is impossible without the development of self-government with the participation of citizens. "

"There is a dialogue between the authorities and the public, the government reacts to it somehow. This is very positive," the expert said.

"Liberalization methods developed over almost the whole term of Medvedev, who was connected with this constant internal struggle in favor of liberalization… The fact that there is now a liberal wave is only due to the fact that these controversies between elite groups were affected by social pressure " the expert said.
