Russian parliamentary speaker Sergey Naryshkin has condemned former Soviet president Mikhail Gorbachev's proposal to hold a referendum on possible amendments to the Constitution, RBC reports.

The former Soviet leader proposed amending the Russian Constitution in order to prevent the formation of an autocracy similar to the one established by Vladimir Putin.
Naryshkin says Gorbachev is notorious for his role in the collapse of the USSR and has no moral right to appeal to the Russian people and make such proposals.
