The majority of Russian citizens living in South Ossetia (these are 90% of the republic’s population) voted for Vladimir Putin on March 4th. 92.77% of people voted for him (Zyuganov – 3.71%, Prokhorov – 1.61%, Zhirinovsky – 1.48% and Mironov – 0.43%). The electoral presence was 15 839 people, which is higher than the electoral presence in the parliamentary elections.

In 20 days ballot stations will be open in the republic again – on March 25th South Ossetia will elect its president. Four candidates compete for the position – former chairman of the State Security Committee Leonid Tibilov, ombudsman David Sanakoyev, ambassador of South Ossetia in Russia Dmitry Medoyev, and leader of the Communist Party Stanislav Kochiyev. The candidates have already presented their election programs.

Leonid Tibilov promised to equalize everybody under the law – “starting with President and finishing with a common citizen of the republic” – bring religious activists to the parliament, form the government according to professional characteristics, establish effective Constitutional Court, make the financing policy transparent and declare freedom of speech.

David Sanakoyev, just like Tibilov, wants to equalize everybody under the law and reform the political system, revive economy through legal and financial support of minor business, develop innovative production, reduce prices through development of internal production and reasonable using of customs laws.

Stanislav Kociyev began his election campaign aggressively, who said that “obedience is for fat”: “If we have to go to the streets, we would do it. The constitution guarantees people freedom of unities and doesn’t forbid meetings and demonstrations. And if some candidates think that one law for the rich and another for the poor, we disagree with it.”

Dmitry Medoyev has stated that candidates to presidency have no right for shaking the boat and playing off people against each other. He thinks a new president should establish a special committee for investigation of the events happened in November. “The key step, which should be done, is returning people’s trust to the authorities. The only way to do it is stopping corruption in our country. There must be no compromises,” Medoyev said.

As for human resources policy, Medoyev is disappointed that South Ossetia has many young talented people, who have no opportunities for growth. They are prevented from employment. If decent people come to power, professionals, attitude to the authorities will change.
