The Turkish government and General Staff have developed a “crisis scenario”, should Kofi Annan’s plan to settle the Syrian conflict fail, Kommersant reports.

The Turkish scenario involves the formation of so-called “safe zones” in Syria near the Turkish border and corridors to provide humanitarian aid under protection of the Turkish military.

Sources say that Ankara will address the UN and foreign states, if Bashar al-Assad’s forces start a mass operation at Aleppo against the peaceful population and if the number of refugees reaches 50,000.

Turkish tent camps had 24,500 Syrian refugees, according to data on April 8. Turkish Foreign Minister Ahmet Davutoglu urged the UN and the international community to interfere if the numbers of refugees increases.
