The new cabinet has been composed in Chechnya. The majority of ministers maintained their positions, so it is difficult to say the cabinet is new. The head of Chechnya Ramzan Kadyrov carried out a partial reorganization of the power bodies and appointed several ministers from former bureaucrats. The main intrigue was the name of a new prime minister. Predictions began right after Odes Baisultanov had taken a vacation.

Now the government is headed by 38-year old Abubakar Edelgeriyev, the former vice-premier and the former minister of agriculture. This choice is explained by personal devotion of Edelgerieyv to Kadyrov.

In his first speech Premier Edelgeriyev stated about two main tasks – establishment of the best investment climate and the internal conditions for development of private business and medium business which should be fundamental for the next stage of Chechen economy development. He said that business will be supported at the level of top officials of the republic. Of course business should have its own culture and take social responsibility. The first meeting of the prime minister and business community of Chechnya is a good sign.

According the political scientist Abdula Istamulov, “Abubakar Edelgeriyev will change approaches to work, as he is not only a new premier, but also a man who thinks in a new way. Shuffle is the government is an attempt to make modernity modern. Appointment of Edelgeriyev is considered as the fact that the republic has its own human resources and can be independent from the federal center in these issues.”

Edelgeriyev is working in Kadyrov’s team since 2008. He was appointed to the position of the minister of agriculture then. Till recent time infrastructure of the Chechen agricultural complex had been almost destroyed, despite huge investments to it. Farmers had only 20% of necessary machinery. “Being the head of the ministry of agriculture of Chechnya, Edelgeriyev initiated close cooperation with scientific-research agricultural institutes. He met the head of the Russian Academy of Agricultural Sciences. He established the service of agricultural cultivation in the republic,” the chairman of the Chamber of Commerce of Chechnya, Nurbek Aduyev, says.

As the prime minister Edelgeriev stated that for maintenance of the republic’s development tempo all efforts should be consolidated. This year Chechnya finishes implementation of the federal target program of socio-economic development of the republic. Thus, the region should step toward direct market relations along with other regions.
