Putin signs budget message for 2013-2015

Russian President Vladimir Putin has approved the budget message for 2013-2015. The document includes measures to react to world and national economic development, RIA Novosti reports.

Finances Minister Anton Siluanov believes that the federal budget of 2013 will have the same mechanisms as of 2012. Funds may be used for social support, systemic enterprises, financial structures etc.

The president ordered the Russian Financial Agency to improve income from allocated reserves. Putin wants to protect the Russian budget from changing prices for resources. The right of people for free education, healthcare and social support will remain in force.

Tax pressure on the non-raw sector will stay until 2018, according to decisions made by the Federation Council in 2012.

Putin proposes formation of a single portal for the Russian budget to give online information on budget usage.

The budget of 2013 will support the redistribution of expenses of the real sector of economy and social protection in case of a crisis.

The GDP growth in Q2 was about 4%, compared with 4.9% in Q1, Russian Minister for Economic Development Andrey Belousov said. It is not enough in order to increase labour efficiency 1.5-fold by 2018. Russia needs a rate if 5%, or better 6%, the minister believes.
