Stavropol city manager to stay under arrest until October

Igor Bestuzhy, former city manager of Stavropol, will remain in police custody until October 8 for attempting a fraud worth 50 million rubles, RIA Novosti cites Yelena Grishko, Assistant Chief of the Investigative Directorate of the Russian Investigative Committee in the Stavropol Territory.

Investigators decided to keep him under arrest so that he would not use his power to hinder investigation.

Bestuzhy is accused of receiving a bribe and attempt of fraud. He was detained on February 2.

The police believe that he demanded 50 million rubles in exchange for permission to rent land. He is also suspected of receiving a bribe of 2 million rubles for renting land in the South-Western District of Stavropol. According to information in late May, there were six criminal case initiated against the city manager.

Bestuzhy’s administration was hiring staff with violations of the law in 2011-2012. He has been recognized guilty for five crimes and will be fined with 20,000 rubles for each one.

The city manager was also storing six bullets to a rifle-bore gun.

The police say that Bestuzhy received a brine of 1.8 million rubles using his assistant Leonid Kozlov to rent 2500 square meters of land for 5 years. The land has been under property of the municipality since December 2009.

He has been fined with 100 million rubles and banned from state and municipal jobs for 3 years.
