Russian Interior Ministry passes regulations on voluntary fingerprinting

The Russian Interior Ministry has brought voluntary fingerprinting under regulations, Rossiyskaya Gazeta reports.
Fingerprints of people detained by the police are compulsory. All law-enforcers and security officers of enterprises, civil pilots, sailors and fire-fighters must give their fingerprints.
Foreigners are only obliged to give fingerprints when after being caught violating the law.
