Russia may start punishing authorities for provoking interethnic conflicts

The Russian parliament may pass a bill on responsibility of authorities for provoking interethnic relations, as stated by Ramazan Abdulatipov, Chairman of the Council of the Assembley of Russian Peoples, Gazeta.ru reports.
Abdulatipov said that the idea was inspired by a statement of Alexander Tkachyov, Governor of the Krasnodar Territory. The governor proposed formation of special Cossack patrols to prevent migration of people from the North Caucasus. Abdulatipov says that such statements deserve a punishment.
He believes that Tkachyov’s absence in the list of United Russia at the regional parliamentary polls is a result of the statement. Abdulatipov said that he met President Vladimir Putin and discussed the problem.
The new bill may be introduced to the parliament in September.
