Russia's Finance Ministry overestimates Chechnya's budget – Chechen authorities

The government has calculated the actual fiscal capacity of the
Chechen Republic at 107%, the Russian Finance Ministry report shows.
The figure of more that 100% means that Chechnya will be included in
the list of potential donor regions for the federal budget.

However, the Chechen Ministry of Finance is convinced that the Federal
Ministry of Finance has made a mistake in its calculations. Deputy
Finance Minister of Chechnya Ilyas Edilgiriev said that by the end of
2012 Chechnya could face serious financial difficulties. He said that
republic's budget will lack up to 1 billion rubles, the newspaper
"Izvestia" reports.

The reason for this was the creation of a consolidated group by
"Rosneft" and redistribution of tax payments to other federal
subjects
