Presidential envoy concerned about radicalization of Caucasian youth

Young people in the Caucasus often leave their homes and go to forests to join militants. According to the presidential envoy, educational institutions should prevent such radicalization.
The federal government is spending a lot of money on the region in order to combat crime and separatism, while such a policy is being vehemently criticized by far-right political forces.
