Russian envoy to NCFD describes progress of state program to president
Read on the website Vestnik KavkazaVice Premier Alexander Khloponin, Russian Presidential Envoy to the North Caucasian Federal District (NCFD), told President Vladimir Putin that the state program for development of the North Caucasus will be ready before December 1 and discussed on December 13, RIA Novosti reports.
The program focuses on social infrastructure and economy. The regional population is expected to increase by 10 million soon. Only 58% of children in the region have access to nurseries. 51% of education centers operate in three shifts. About 600,000 children have school studies in shifts.
The region has about 164% of average child death rate of Russia. Parameters of social infrastructure of the program were approved by the Ministry for Finances, investments will start in 2016 and following years.
Khloponin said at the second international forum of North Caucasus companies in Kislovodsk that development of social infrastructure will include improvement of healthcare, increase of subsidies for construction of education and healthcare centers.
The main parameters of the state program were published by the Russian Ministry for Regional Development. The program will be in force until 2025. Over 2.5 trillion rubles will be granted. About 600 billion rubles will be granted by federal authorities and the rest from non-budget sources.
