Libyan leader was planning construction of nuclear bomb

Kazakh former Foreign Minister and incumbent UN Deputy Secretary General Kasymzhomart Tokayev proposed publication of the letter Libyan President Muammar Gaddafi to Kazakh President Nursultan Nazarbayev about building a Muslim nuclear bomb, RIA Novosti reports.


Kazakhstan received the letter in early 1992. Tokayev believes that publishing the letter would be preferable in the light of the Kazakh leader's disarmament initiatives, such as closing the Semipalatinsk Test Area.
