Russia does not believe that Syrian authorities are using chemical weapons against rebels

saying that Russia is wary of information provided by the "Syrian
Observatory for Human Rights" (OSDH) that the Syrian authorities have used
an unknown gas against the armed opposition. This information has been
given by the Human Rights Centre, with its headquarters in London.
According to reports, an odorless gas was released in the form of a
white smoke by government forces against the rebels.
Russia believes that "there is no official data on the use of chemical
weapons by official Damascus."
