Y.V. Trunin, head of the economic directorate of the Russian Defense Ministry, and A.N. Yelkin, Director General of Security and Service, signed a contract on February 2, 2010. But the contract expenses were exaggerated by 288 million rubles.
Yelkin was responsible for servicing the Military Academy of the General Staff of the Russian Armed Forces. Accounts say that the Defense Ministry was paying for maintenance of heating systems at block A of the academy, although the building had been demolished back in 2005.
The price for cleaning its rooms and territory after demolition exceeded the expenses of similar buildings of the Defense Ministry in 2009 four-fold, totaling 200 million rubles.
