The Board of the Eurasian Economic Commission for Europe (ECE) has expressed dissatisfaction with the failure of the Customs Union (CU) agreement on common rules for state support of agriculture. Thus, according to the press release of ECE, Kazakhstan does not fulfill, and Russia only partly fulfills paragraph 1 of Article 7 of the agreement. This paragraph states that the parties shall notify each other in writing of the planned program for the support of agriculture.

ECE also concluded that the CU countries do not fulfill paragraph 9 of Article 9 of the announcement, which obliges the parties to draw up a rough list of not more than 15 individuals who are willing and able to act as mediators in disputes related to the interpretation or application of the agreement provisions.
