"During the meeting with the Armenian foreign minister, no progress was attained in finding a solution to the Nagorno-Karabakh problem," Azerbaijani Foreign Minister, Elmar Mammadyarov, told the press after talks with his Armenian counterpart, Eduard Nalbandyan, in the Kazakh city of Alma Ata.

Mr Mammadyarov made this statement after consulting with his Turkish colleague Ahmet Davutoğlu, saying it was the Armenian side who were creating problems. "The agreement was ready, but Armenia refused to retreat from occupied Azerbaijani territories", ANS reports him as saying.
