The Secretary General of the Collective Security Treaty Organization (CSTO), Nikolay Bordyuzha, told reporters in Yerevan that he is puzzled by the recent statement by Azerbaijan saying that it will down any planes (including civilian ones) flying through the air space of Nagorno-Kabakh without Azerbaijani permission.

According to Bordyuzha, the statement either was an inappropriate joke, or was misinterpreted.

"I believe Azerbaijan is a civilized state, which would never down a civilian plane," he said.
