Russian speaker of Federation Council wants reduction in functionaries

Speaker of the Russian Federation Council Valentina Matviyenko recommended the reduction of functionaries and extension of regional authority, Rossiyskaya Gazeta reports.

She believes that Moscow has too much federal authority. More independence and less bureaucracy would benefit economic development, Matviyenko explains, RIA Novosti reports.

The federal center controls international relations, defenses, shipbuilding, prosecutors, criminal and civil laws, economic regulation, energy, transportation, communication, nuclear and space development.
