A militant was killed on Monday morning in the capital of Russia's North Caucasus republic of Dagestan, RIA Novosti said, citing a Federal Security Service (FSB) source.

"A militant was eliminated during a special operation in Makhachkala," the source said.

He also said an FSB officer was wounded during the operation.

The source said that a counter-terrorism regime was declared at 7:15 a.m. (04:15 GMT) in the street where the militant was killed. A number of other militants were also holed up in the apartment on Irchi Cossack street.

A counter-terrorism regime includes a number of temporary restrictions and measures, such as inspections of documents and restrictions on phone calls, as well as the temporary resettlement of residents within the emergency area, and restrictions on the movement of vehicles and pedestrians.
