Aliy Totorkulov: if Stavropol withdraws from NCFD it could ruin Russia

"If the Stavropol region is no longer part of the North Caucasus
Federal District it will prompt the destruction of the country, but
most probably will not solve the problems of the region," the head of
the Russian Congress of Peoples of the Caucasus, Aliy Totorkulov, said.

He added that this decision will not create a better quality of life
for the residents of Stavropol, which can be achieved only by
improving the health and education systems, by reducing utility
payments and other costs, creating jobs, as well as increasing wages
and pensions. He also said that corrupt officials will not go away
anywhere. He stressed that Caucasians are not the problem itself but
just a consequence of a greater crisis.

The head of the Russian Congress of Peoples of the Caucasus agreed
that "young Caucasian people often behave aggressively." However, he
believes that this is a consequence of an anti-Caucasian policy, not
its cause.
