Georgia's Parliament to allow Saakashvili to make a speech at the end of March

The Georgian parliamentary speaker David Usupashvili said today that the
parliament is ready to hear an appeal by President Mikheil Saakashvili
at the end of March, but only under several
conditions. Among the conditions is the return of rights to the
elected parliament and the withdrawal of limitations that exist in
the constitution and which violate the rights of deputies,
Usupashvili said.

Saakashvili  was scheduled to give an address on February 8, but it
was postponed.
