Outline of the North Caucasus Federal District strategy

The framework of the North-Caucasian Federal District's strategy to be presented in July
At the end of July the Representative Plenipotentiary of the President of the Russian Federation in the North-Caucasian Federal District will present the district's strategy. The first variant of the program will probably only contain the general principles, while all the details will be elaborated later. The part of the project devoted to Dagestan clearly needs further development.

Among the issues touched on in the program is the acute problem of road construction. It is planned that roads will bind all the centers of tourism in the region together. Moreover, roads play a major economic role, new roads will provide Russia with better communication with Georgia, Azerbaijan, South Ossetia and Abkhazia.

Another issue is one of investment. The Stavropol Krai has proposed 50 projects totalling 200 billion rubles, Dagestan - 11 projects and Kabardino-Balkaria -150 investment projects totalling 243.5 billion rubles.

Russian Prime Minister Vladimir Putin believes, however, that the main problem is maintaining law and order in the region. According to Mr Putin, what the Caucasus needs is efficient governmental structure.
