Russia refuses to sign document on non-use of force with Georgia

From the point of view of Russia, it has never been at war with Georgia, so the signing of these documents is not possible.
"We do not intend to sign any document with Georgia on non-use of force, because there was no war with Georgia. We only helped to cope with aggression carried out against one of the recognized parties to these negotiations, South Ossetia. But we will make every effort to adopt a joint statement which again supports the statement made in 2011. This will be more useful, and time will tell the rest”, Georgia Online quoted Karasin.
Tbilisi, in turn, insists on concluding such an agreement with Russia, demanding Moscow's declaration of a unilateral renunciation of the use of force. Russian diplomats do not agree with this position, because the Russian Federation "was not a party to the conflict."
