Questions for police in Tsarnaev investigation

CantonRep.com of Stark County, OH has published a list of questions relating to the investigation into the Boston bombings and the subsequent arrest of Tsarnaev. 

The very first question asks "Why were the warnings from Russian intelligence services about Tamerlan Tsarnaev not heeded?"

It is followed by another eleven questions, mostly about the actions of the police and secret services in the days and hours following the bombings along the lines of "Why did police fire dozens of rounds at the boat? Dzhokhar, it turns out, was unarmed, and everyone says they wanted to capture him alive. Who gave the order to fire?"

One question in particular is about what happened on the day Ibrogim Todashev, a friend of Tamerlan, was shot and killed by an FBI agent who was interviewing him.

Of all these questions only the first one was raised in the US Congress.
