Russian President Dmitry Medvedev has proposed renaming the Russian militia to police, RIA Novosti reports.

He said that the new version of the bill can be found on the internet for discussions until mid-September. The bill should have a clear and detailed list of the obligations of the police, the president said. Changes to the list should only be implemented through changes in the law.

There should be no obligations of the police in other laws and legal acts. This will allow average citizens to have an overview of the powers of the police by referring to a single law, Medvedev said.

Another issue is the rights of the police. There should be no blurred statements. These create legal gaps that some use for their own purposes, using the law informally, without following the necessary procedures and violating existing legal acts, the president said, ITAR-TASS reports.
