North Ossetia forms communication society

Recently, in North Ossetia, a program was adopted for the development of the information society by 2014. By this time, all the organs of the republican government and the municipalities will have to start working with an electronic document management system; the interaction between the republican authorities and federal agencies will also be implemented in this form. The funding for the program is 242 million 600 thousand rubles. Approximately 70 million will be provided by the federal budget, the rest by the republican and local budgets.


In addition, in North Ossetia, a project of the concept of development of the information society by 2015 is being designed. At that time 1,500 public and municipal services will be provided in electronic form.


The implementation of the project was discussed at the round table in Vladikavkaz "Communication society: dialogue, security, development", which was attended by experts in the field of IT-technologies and the development of the information society of North Ossetia and Moscow. As Sergei Takoyev reported during the event, to form a communication society, the IT-park "Alania" is being created in the republic. It's a kind of technology platform for the development of electronic government and electronic service delivery. In this regard, the demand for engineering in colleges is increasing. "Creating the IT-park will help shaping the image of the republic as a high-tech region", Takoyev said.

The moderator of the event was political scientist Igor Panarin. In his opinion, "the North Ossetia has to address the tasks of national importance. The idea of creating an IT Park entrusted to the national center of information technology is developing fast enough. If six months ago it seemed impossible, now the objective conditions for the early realization of the project are created. The indicators of the extent of the Internet also give an idea of a common communications environment of the republic, which, according to expert estimates, is in the forefront of the fastest growing regions of Russia in terms of informatization. It is an undeniable fact that the population itself creates positive conditions for the development of the information environment. I hope that in October, if everything will be all right in terms of engineering and organizational work, the complex of buildings of the IT Park will already be almost ready to start. "

According to Panarin, "when we aim to open the IT park, many companies need to know what kind of services and conditions are offered to them. Creating the IT park will not only attract of investments and increase the trade turnover of the Republic, but also create new jobs and a positive image of North Ossetia as an intellectual and technical center. In addition, there is a common goal to be one of the leading regions of Russia in the field of IT, which subsequently will be good for the entire population of the country. The authorities came to support the project, and it is a positive factor when managers who oversee various sectors share a common strategic plan that enhances our potential success. "

Meanwhile, experts say that a lot of negative information about North Ossetia can be found on the Internet. “The incentive for innovation and communication development is the creation of a special communication environment, microclimate or a kind of positive atmosphere. Plunging into this atmosphere, involvement in this IT-elite should increase the productivity of its participants. Therefore, the implementation of our ideas will require no less than 5 years. But we have reason to be optimistic”, the North Ossetian prime minister said.
