Head of Dagestan’s Kumtorkalinsky District detained

Ruslan Toturbiyev, head of the Kumtorkalinsky District of Dagestan, has been detained over a fraud worth 160 million rubles, RIA Novosti reports.

Toturbiyev formed a gang with his subordinates. The gang was specialized in thefts of funds granted within the framework of the federal program for moving residents into better houses in 2011-2012.
