Director of the Hydrometeorological Center of Russia Roman Vilfand told what the weather in Russia will be this winter. According to the forecast, the 2013-2014 winter will be quite normal for our region. According to Vilfand, December and January should be warmer than last year, and February can be cool, but there is hope that the " winter in March" is not expected.
