Pavel Astakhov: "There are fewer and fewer orphanages in Russia"

The Commissioner for Children's Rights under the President of the Russian Federation, Pavel Astakhov, said today that the number of orphans and children left without parental care is decreasing. According to the Children's Ombudsman, fewer and fewer mothers are abandoning their babies with Down's syndrome, thanks to advocacy conducted among the population.
