New Constitution comes into force in Georgia
Read on the website Vestnik KavkazaA new Constitution has come into force in Georgia with inauguration of President Georgy Margvelashvili.
The president will have less authority, according to constitutional norms adopted in 2010. The president will no longer determine the interior and foreign policy, has no legislative initiative, cannot appoint or dismiss ministers, cannot announce state of emergency without the prime minister’s approval, cannot announce elections and sign agreements. Moreover, the president will need to consult the PM and government to appoint the General Staff, to present regulatory commissions and heads of the government of Adjara and its Supreme Council. The president cannot be a party member, cannot cancel acts of executive authorities, call unscheduled sessions of parliament, demand reconsideration of bills.
The prime minister is now authorized to make ministerial appointments, realize interior and foreign policy, present the budget to the parliament, appoint plenipotentiary officials, call referendums.
