Read on the website Vestnik KavkazaThe Russian Federal Migration Service (FMS) and the Interior Ministry reported on illegal migrants and interethnic conflicts in Russia at the Federation Council yesterday. Constantine Romodanovsky, Head of the FMS, said that there were 3.6 million illegal migrants in Russia, and that intolerance towards them was escalating.
The official noted that 60,000 migrants were deported throughout 2013 (twice as many as in 2012). 420,000 foreigners were banned from Russia. Over 6 billion rubles of fines were accumulated. 51% of foreigners banned for 3 years were people aged 18-20. 41% of illegal migrants were of the same age.
Igor Zubkov, Russian Deputy Interior Minister, said that 150 mass interethnic fights had been prevented in 2013. The police had to take action in Arzamas, Biryulyovo and Pugachevo.Valentina Matviyenko, Head of the Federation Council, proposed formation of the Migration Code. She noted that strategic documents, such as the concept of state migration policy and its realization plan, will be ready by 2025. Matviyenko approved the idea to make employers of illegal migrants responsible for violations.
