Russia's State Duma approves mass amnesty

The State Duma, the lower chamber of the Russian Parliament, approved today a project of mass amnesty dedicated to the 20th anniversary of the adoption of the Russian Constitution.

The decision will come into effect as soon as the text of the corresponding bill is published. The bill doesn't have to be approved by the Federation Council, the higher chamber of the Parliament.
