Roman Vilfand: "Winter returns to Russia!"

Director of the Hydrometeorological Centre of Russia Roman Vilfand speaks about the temperature record in 2013 and gives a forecast for January 2014. According to him, the situation by the old New Year changes considerably, and winter will finally return to Russia. Vilfand notes that New Year's Eve in the old style will be characterized by a negative temperature throughout Russia, except the south of Krasnodar region.
